    这里的难点在于对 stand 做系动词的判断和理解。首先，需要了解 stand 本身有作系动词的用法。另外，需要判断这里 stand 指的并非是“站立，起立”等含义，而是“保持某种状态或者情形”的意思，如果是后者，则是做系动词。如何判断？看 stand 前后的搭配。stand 前面是 birth rate，后面是 at 28 per thousand，只有出生率保持在某个数值意思才是合理的，所以这里 stand 是系动词。
