    withered在此处形容词动词化需要注意翻译，不然第二句话的整体逻辑就不够清晰。第一句as a whole在句尾的理解也是此句关键

    grow apace 快速发展 我理解错误了，是downtown business district没有随着the whole city grow， 不是城市随商业区发展！ 另外 link the center (downtown district) with(不是to！！！ ) outlying areas（suburb）withered away（shrinking） from disuse. the traffic system to the business district withered away from disuse. express way the commercial district shrink because of being used rarely.
