1. 从政府角度，如何判断某件事的是有利还是有害的？哪些事情是政府关注的？
回答：
利于政府管理国家和为人民服务的就是有利的，反之就是有害的；
对政府有利的和有害的，政府都会关注。
2. 从科学研究的角度，其结果会对被政府关注的事物产生什么样的影响？（可以从医学、物理、化学、生物、天文、地理、人文等方面思考）
回答：
比如医学。从科研角度，它的结果是可以治愈更多的疾病，以及更快更好的治愈疾病，以达到延长人类寿命和提高生活质量。这样的结果是对政府有利的，政府会支持。
3. 如果政府对科学研究完全放开不管，给予最大支持，有求必应，会有什么结果？
回答：
可能会导致一部分国家资源的浪费，因为不是所有的科研在每个方面都对人类社会发展有益，而且有些科研项目花费过多，但是可能又不那么重要，导致纳税人的钱没有得到最大限度的利用。
4. 如果政府对科学研究进行严格限制，谨小慎微，又会有什么后果？
回答：
如果是这样的话，会导致相当一部分科研成果推迟，在一定程度上阻碍社会的发展，阻碍经济，文化，教育的发展。
5. 科学研究和发展需要一种怎样的平衡才能算做最健康的发展环境？
回答：
首先，政府对于科研的经费数量需要经过一个科学的测算，占国民经济生产总值的比重为多少才是恰当地，然后这部分就可以用于科研；其次，如果还有一部分科研项目得不到经费，可以申请企业的投资，企业会根据他们自己的标准来衡量科研成果是否有价值，然后进行资金支持。这样可以最大限度的保证科研的健康发展。

viewpoints that science and technology are the first productivity.Among three revolutions,there is no doubt that the results of scientic researches lead to the enormously improvement on productivity followed by much more matierial and improved living condition.In my opinion, the governments not only should place few, if any, restrictions on scientific research and development, but also do their best to support scientific research and development.Most scientific research and development is beneficial because of basing on the request of human`s living and producing.For example, medical science,the research and development of it are to make more advanced mecical equipment and medicine available.Thus , more diseases can be cured and less payment would be spend at the same time.Furthermore, geological science, of which geological disaster research is abslutely necessary. Earthquake which brings huge losses is one of the recurrent disasters. More and more scientists devote their whole lives on earthquake prediction so that earthquake can make as less as harm to human beings.These two examples are just a little part, there are more scientific research are very necessary. These is no reason that refutes the topic,besides, governments should do their best to support benefical scientific research and development.There is something I have to say, not all kinds of scientific reseach and development government should support unconditionally.If some scienfific researches are just benefical to minority, some companies may support them but governments. If the researches are harmful to humans,government will not only support them ,but also stop them.In a word,governments should do their best to support beneficial scientific resseached and place few, if any, restrictions on scientific research and development
