2. 统治者、艺术家或者科学家的成就和国家伟大程度之间的关系都有哪些？请结合具体国家、人物以及其成就分析并简述。
回答：
1.可以是相互促进的。如美国，涌现出很多的优秀的统治者、艺术家和科学家，拥有最多的诺贝尔奖得主。政治家的执政理念引领美国在两次世界大战后一跃成为世界头号强国，在冷战后更是成为世界超级大国。美国在文学、电影、摄影、舞蹈各个方面的艺术家和艺术承接也使得美国的文化软实力不断增强，成为世界最大的文化输出国之一。而且美国拥有大量的医学、化学、物理方面的诺贝尔奖得主，这些科技成果也不断应用于美国的科技发展，也使美国成为世界科技实力最强的国家之一。
2.也可以是没有太大联系的。如非洲国家在整体发展上并不发达，但是他们音乐、文学等艺术方面的成就在世界上也是公认的，
3. 全民福利和国家伟大程度之间的关系有哪些？请结合具体国家和当时的全民福利情况分析并简述。

全民福利是国家伟大程度的重要考虑因素之一。 当下全民福利的典型代表之一是北欧的瑞典，项目从父母带薪长期产假，到医疗保障病假补助，从失业保障和养老金，到义务教育，内容广泛，被称之为“从摇篮到坟墓”的保障，国民幸福感极强，2011年国民幸福感排名中位列第一。
4. 同全民福利相比，统治者、艺术家或者科学家的成就在反映国家是否伟大的时候，是否存在局限性或者不合理的地方？如果没有，为什么？如果有，请举例并简述。
回答：
有不足，他们只是反映了国家在某些领域的成就，但是没有反应到每一个国民的生活质量。国家归根到底是由大多数的人民组成的，如果不能保证人民的教育、健康、温饱等方面，这个国家的发展就是不合理的，也是不会长久的。如，前苏联、中国古代的宋朝。它们在科技、文学艺术等方面都有很高的成就，但是由于不能保证人民的生活质量，最终都走向消亡。
5. 还有哪些标准或者条件可以反映国家的伟大程度？这些内容同全民福利相比，有哪些优势和不足？是否全民福利是对国家伟大程度最真实的反映？

The statement claims that the indicator of
a great nation is the general welfare of its people rather than the achievement
of great people. I mostly agree with its assumption. Because the people is the
cornerstone of a country and the quality of live is significant for people.
General welfare as the mainly part of people's life is critical to estimate a
nation.
A country basically is consisted of its
people. Everyone connects to be a family; many families connect to be a nation.
In the same way, they also can combine to create a new nation and over throw
the one they are not content with. Just like a great politician of ancient China
said “People for country is just like the water for boat; water can make the
boat flow and can turn it over either.” In
term of this, people’s living conditions shouldn’t be neglected by any country.
The Soviet Union, for example, it arranged most of its finance to the military and
the heavy industry but overlooked the people’s welfare. The Soviet Union broke
apart in the end even though it had been a very powerful country.
I ‘m not saying that the achievements of its
rulers, artists, or scientists have no influence on the country’s development. In
fact, the rulers, artists or scientists really have impact on their country’s
greatness. Take the United States as an example, Washington George and other
politicians decided the state institution as the democratic federalism country
which made a good foundation for the country. And the United States also has a
large number of Nobel Prize winners, including physics, chemistry, biology and
medical science and literature. The scientific fruits can be used to the
technology and the arts fruits also improve the power of the culture of
America. However, these achievements that show the great part of the country
can’t reflect the common level of the country.
