I think that nations should offer appropriate government funding for the arts when significant numbers of their citizens are hungry or unemployed.     If social basement questions-such as, hungry and unemployment-can not be solved, they have bad effects on the society. Hunger is the prime example of these problems. The hungry problem can lead to the decreasing of human body mechanism, even death. It is tragedy for any a society. Unemployment is also a problem. The unemployment rate in the United States is very high and this problem can not be solved for a long time. So the movement "Controlling the Wall Street" broke out. It makes the class war start and traffic jam. The protesters live in the park for several months and stand the opposition of the police. All these things make the society unstable. Before the social basement questions are solved, not any investment is not suitable. And it is not because the social basement questions are not solved so that nation does not use the public resource to support the art. The nation could invest into art appropriately. Because even if people are very poor they also have the pursuit to the spiritual life and good world. This is the value of the art existing. Just like China now, the level of material life improves obviously, but the spiritual culture life is like a desert, which almost has nothing. Sometimes, one woman tells the Kongzi , but the speech is all about the life details. From this view, the spiritual homeland is too vacant. Furthermore, many persons have money and forget the strong spirit is really strong.     The social basement question and the act can interact positively for each other.
