Coincident with the need of land increasing is the rapid development of society. I think that not only should the government pass the law to preserve the essential wilderness area in their natural state, but some areas can be also developed for potential economic gain.        Except for preserving the essential wilderness area in their natural state, the government can develop some wilderness area, which has direct value and potential interest. For example, the government could build the roads and building, especially the luxury houses, to sell the rich. And government also builds the holiday village and develops the tourism so that it can promote the development of relative field such as the restaurant 饭店 and hotels. In addition, if the underground of the desert where is nearly no person exists oil, its economic benefits is enormous. And government establishes the institution of military to study the weapons because of very undetected. Nowadays the growth of population is too fast, so the government can exploit some wilderness areas and build some cities on these area for immigrate some people to live there in order to release the human power of the city.       The government should balance 平衡 the advantages and disadvantages between development and keeping the natural state. March or wetland沼泽地 is a prime example of this. It is the last habitat of the endangered animal, such as the Dandinghe natural protected area. Additionally, it is very helpful for modulate the global climate. For example, when the heavy rain happens, the marsh acts as a natural pool used for storing the water. This exists a question: how to balance the relationship between development and protection？ The government can establish the national park in some natural protected area 自然保护区 in order that the tourists could visit the park, but the premise is that the activities of the human beings can influence the environment of nature reserve自然保护区. Under this premise, the governors could meet满足 the need of visiting and the tour can make other business develop. However, in some area, government develops these areas because of their potential economic value. The Chinese northeastern region provides a case for this. The government advocates people to live in the northeastern area and residents make the wilderness become the farm. And rice from the good farm can feed many persons and this region is suitable for human beings to live. This is also not a destructive development 毁坏性开发 for environment. It is a good thing for two sides.     If only see the digit on the bill, the earning is less than investing in the process of preserving the wilderness area in the natural state. But some things can not be evaluated in money. The earning of 自然保护区 is a long-term things. In a simple speaking, we want to make the generations see what the Dandinghe looks like rather than see it only in the book. And the grassland, trees and flowers in the city is also a good example of the long-term earning. If the government develops these areas, the government will have a significant earning. But preserving these things makes the citizens have a good living condition. Although these can not use the digit on the paper to evaluate, in a long-term view, these things are much more important.     The government must pass the relative law to protect some wilderness areas in the natural state. And the government needs to control the number of land developed and keep the whole forest covered rate no declining. This acquires to change the mode of economic development and upgrade the industries. It means that government should develop the new technological companies which is high profit and low energy expense.      In a sum, I think that not only should the government pass the law to preserve the essential wilderness area in their natural state, but some areas can be also developed for potential economic gain.
