好处到时候是不会出现问题。例如如果现在制定了严格的有关克隆的规定，未来就不会引发有关道德的危机等。

It is no wonder that government should focus more on solving the immediate problems of today. But it shouldn't give up to impose measure to help solve the anticipated problems of the future. Government should find a balance between immediate problems and anticipated problems in oder to fulfill its oblige which is to protect society development and bring people a happy life.
First of all, government should impose measure to help solve the immediate problems which influent people's life right now. Immediate problems come in a variety of aspects, ranging from crowded traffic to increased commodity prices to crime and drugs. These immediate problems can spark a social instability and unhappy life, as was the case in the Great Depression. One good example of what immediate problems bring us is in the traffic field in Beijing. Beijing which is the capital of China is a cosmopolitan city. However, there is a huge surplus of cars in Beijing that to avoid a traffic jam, the city has to impose a traffic control everyday. Even after a traffic control, citizens in Beijing still always catch a traffic jam. Government should solve the traffic problem for citizens' traffic, or citizens will have a inconvenienced life.
However, government shouldn't give up to solve the anticipated problems of the future. Anticipated problem come in a variety of aspects, ranging from ozone hole to the increase of sea level to moral controversy and human right. Although anticipated problems may don't influent people's life right now, they maybe catalyze a social instability in the future. A huge surplus of damage or revolt may result if government don't deal with these anticipated problem appropriately. Ozone hole problem present an appropriate case for analysis. The ozone layer which is a layer in Earth’s atmosphere contains relatively high concentrations of ozone. The ozone layer protects everything in the earth from the hazard of ultraviolet (UV) rays. Nevertheless, the ozone has been damaging after the Industrial Revolution. Although no serious problems come from ozone hole, if the government don't take the sustainable development to protect the ozone, all creatures in the earth will be damaged by ultraviolet. This is an excellent example of why government should solve the anticipated problems.
Another example of why government should solve the anticipated problems involves cloning. In biology, cloning which is used to create copies of organisms, cells, or DNA fragments is the process of asexual reproduction. Cloning is very likely to cure the disease, such as cancer and AIDS, but it will bring a range of ethical issues if it is used to clone ordinary people. Although a huge of surplus of ethical problems don't come from cloning now, government should render a strict restriction to avoid serious ethical conflict in future.
Finally, one way to solve both immediate problems and anticipated problems it to find a balance between them. Thus, not only immediate problems, but also anticipated problems should be involved in the final product.
