Along with a more adequate material life, society has brought forward stricter requisition for everyone to thrive today. In attaining goals and further improve life quality, effective leader plays the most important role in modern life than ever before. However, what characteristics should an effective leader has is still a complex question for us. Thus, I partially agree with the statement that the highest ethical and moral standards are basic for an effective leader.
 
Before we discuss the relationship between moral standards and effective leader, there are several notions needed to be pointed out. First, a definition of moral standard, from my perspective, contains characteristics such as kindness, dignity and so on. At the same time, effective leader is the leader who can cooperate with others and integrate different groups to attain the final goal. Admittedly, the highest moral and ethical standards can improve effective leaders. For instance, a leader with kindness will be good to other people, care about their personal life. In turn, the leader is loved by his staff which is vital in enforcing his order. Also, dignity makes effective leaders impartial. They make decision according to certain rules without personal emotion, punishment or award is fairly distributed to their group members. And this wins respect for effective leaders to potentiate the power of their orders. In sum, a leader is surely more effective with the highest ethical or moral standards.
 
However, the highest moral and ethical standards are not sufficient for an effective leader. In other word, a good person is not enough to make an effective leader. Other factors such as, critical thinking, cooperation ability, also have important roles in making an effective leader, especially when it comes to war. One compelling example of this is the “Operation Overload”. Faced with the international situation, General Eisenhower made an important decision of the Normandy Invasion, even though this means losses of thousands of lives. To any person, making a decision even a right decision, which will cost thousands of lives, is surely a compromise of moral standards. However, no body today can say Eisenhower is not an effective leader because the Operation Overload has entirely destroyed Germanic defensive line and lead to the final success of World War 2. Accordingly, the highest moral and ethical is just one respect to make an effective leader, probably not the most basic one.
 
Moreover, there is no reference standard for the high moral standard. Lacking such standard, it is a question that different people may have different opinions, which undermine the practicability of the highest moral standards in improving the efficiency of a leader. For instance, it might be tempting that keeping our possessions from stealing is nothing against the highest moral standards. However, if it is a poor employee steal one thousand dollar from our organization in order to save her family from dying, does it against our highest moral standard to take our money back and deprive the hope of his life? Therefore, since different people getting different opinions to the same problem, the so-called moral standards have little practical use.
 
In sum, the highest moral standards do have the ability to improve an effective leader. However, with other factors affecting efficiency and the fact that no reference standard for moral standard, it has little practical use in our daily life.
 
 
 As we all konw ethical and moral standards,  the public's basic request for individuals to be part of a society, are vital for any person to thrive in mordern life, including effective leaders. However, the highest ethical and moral standards, in my opinion, are just castles in the air for no person is perfect. So, I partly agree with the statement that an effective leader needs to maintain ethical and moral standards, but disagree with it when it comes to the highest ethical and moral standards.
 
A leader with ethical and moral standards is more effective compared to their counterpart without. Normally, a leader with ethical and moral standards will show more respect to his people, he will treat them as his family instead of treasure, take his people's interests at the first place and do anything he can to protect them. In turn, he will have respect from his people and enjoy the happiness of loyalty. Any order comes from him will be put into action in no time and without any question. When certain hard time comes, he can take any method necessary into action without worring about the reaction of his people because he knows they respect his decision. Of course, the leader is effective. On the other hand, a leader without ethical and moral standards will cheat his people, exploit them for his own interest and, in turn, he is hated by his people. Orders come from him, even though it is right, may be hard to implement. He will also worry about the loyalty of his people and pay less attention to more important things like infrastructure construction, which lessens his effect.
 
Although ethical and moral standards are vital to an effective leader, using highest ethical and moral standards to request a leader is too strict. As we all know that the main job of a leader is to organise his people to gain their goals in a more effective way, while the highest ethical and moral standards play little or even counter part in this progress. Asking a leader to maintain the highest ethical and moral standards is no different from asking him to be a saint who is perfect in his behavior, which is impossible in real life. The direct outcome of such request is that the leader has to worry about every decision he make in order to make it obey to the highest ethical and moral standards. What's more, sometimes, in account of the highest ethical and moral standards, he may abandon some decision which is very important in the big picture. For example, if we ask general Eisenhower, a famous general in World War 2,to maintain the highest ethical and moral standards, then he must send out airforce to defence town xxx from the bomb attacks in order to save 20000 people living there. However, if this is the truth in the history, Japanese will know that their telegram has be eavesdropped and stop attacking the Midway Island, which will save their navy force and adjourn World War 2.  From the example we can easy come to a conclusion that the highest ethical and moral standards are not necessary for effective leaders.
 
What ethical and moral standards is to a leader's effect is like what water to a person, without water no one can survive in the arid world while too much water will drown us. What is important to an effective leader , in my opinion, is to find the proper standards of ethic and moral to help him thrive in the world.
