本题为老GRE的ISSUE45的原题微调（原题为carrying，改后为carry）。题目首先要分析清楚的是，政府官员有没有判断力与是否满足民众的意愿之间并没有必然的因果关系，因此，可以把“unquestioningly”作为切入点，思考政府官员判断力和群众意愿之间的关系。注意，尽量从宏观角度去思考政府职能，官员责任，群众特征等问题，而不要把思考范围局限在某个国家。

1. 描述一件民众意愿没有得到政府支持的事情，并分析为什么政府不支持这件事，为什么民众有这样的意愿？

It is wildly concerned that Goverment officials' own judgements are more important than obeying the people's will toatally, believing that with a better knowledge of social and the world, the officials can make a decision more quickly and more wisely. I concede with that. Nevertheless, from my point of view, both sides that mentioned above are very reasonable and we can not make a judgement on just one side.
Admittedly, it is not wise for goverment officials carry out the will of the poeple without questioning it. Because there are many things the officials should take into accunt before making a judgement, including the profit and the future. Take Russia for example, During 1980's, people is the owner of this country, which means that the goverment do everything what the people whom they serve wanted them to. And then what happenning the development of the country? Economic crisis along with fear and depreesion of people. Beacause people do not know economic very well, so that what they want is only food and place to live, which can not help the country make a progress.
However, after a second thought, only relying on the officials' own judgement is also not a good choice, for human makes mistakes as he strives. So far from what people want, goverment officials will not ne able to decide very well. Like South Korea, president Jin made all the decisions by his own. And this arbitray behavior lead people in South Korea a misarable life and the economic moving in a circle. Why was that? Because what Jin concerned is the ststus of South Korea, so he was in favor of making nuclear weapon which take a lot of money and even caused a war. With that condition, people are lack of money and living in a choas lives.
At last, in my viewpooint, goverment officials can not make a decision only by one side, which will bring more troubles than we can image. And besides people's will and the goverment officilas' judgement, I think it could be more reasonable if we add more things in it, like the development of the whole world and problems we facing now. As we all know, a coutry's development can not be divided apart from the world. What we uesd to do is causing an extremely enviroment problems, such as globle warming. Goverment officials ought to make choices more flexiable especially under different circumstance.
From what have been mentioned above, it is not difficult to draw a conclusion that doverment officials should make decisions not only relying on people's will, but also their own judgement based on their knowledge and experience. And it will better if we add more things like global and environment condition.
