When asked about what is a great nation, people might come up with a variety of ideas, from countries with grandiose constructions to the nations which have their own respectable history of struggle. So what is the indicator of a great nation? Some people believe that the certain indicator is represented by the public welfare rather than the achievement of rulers, artists, or scientists. Personally speaking, I do not believe that whether a nation is a great one have much to do with the public welfare. Thus I could hardly agree with the statement. The factors which support my position are as follow.
First of all, the reason for people to regard a nation as a great one is usually the remarkable constructions, which indicates the profound culture of the nation. And generally, those constructions are the achievements of the rulers of the great nations. The Pyramids made ancient Egypt be regarded as one of the Four Great Ancient Civilizations, those constructions was created as indicators of imperial power and tombs for the deceased emperors. Among the pyramids, the greatest one is the Khufu Pyramid. Until the pyramid was finished, large percentage of people of ancient Egypt were forced to devote themselves to the constructing process. However, this cannot obscure the greatness of ancient Egypt.   
Additionally, achievements of scientists and artists, rather than general welfare of people, could also serve as indicators of a nation's greatness. For example, Issac Newton's study of gravity impressed people with the apple tree, and the powerful status in the field of science of the Great Briton, despite the society of the nation was undergoing the bourgeois revolution at that time. Similarly, in spite of the pathetic public life during the second World war, people regard Spain as a great country is at least partly because of Picasso and his paintings. These examples evidence that the achievements of artists and scientists serve as indicators of a nation’s greatness.
Admittedly, a nation with advanced public welfare will be regarded as an excellent one by people of other nations, and since it gain its popularity, the nation will surely attract immigrants. Some European countries such as Norway and Holland have generous public welfare policy which is so fascinating that many people around the world are willing to live in them. Nevertheless, people may not regard them as great countries, since their histories are not as breath-taking as the ancient Egypt and Great Briton.
In conclusion, the certain indicator of a great nation is represented by the feats of the elites, rather than by the public welfare.
