统治者、艺术家或者科学家的成就和国家的伟大程度的关系式相互增强的耦联关系。在中国的清朝，统治者的成就越大，比如康熙一生有很多成就比如平定三藩，国家的经济状况和军队实力就越强，因此国家的伟大程度就越大。另一方面，国家的伟大程度越大，艺术家或者科学家的成就也就越大。美国的NEA组织支持了很多艺术家发展他们的艺术。

As far as people concerned, the general welfare of them is more significant than the achievements of the natioan's rulers, artists, or scientists when concerning what is the surest indicator of a great nation. However, it is hard to deny that the achievements of rulers, artists, or scientists can represent some important aspects of a nation.
Retrospecting human's history, we can not only find that the achievements of those elitist can represent the great nation but also can give rise to the general welfare of its people. In acient China, Tang Dynasty, for example, illustrating achievement in poem and some other literary forms of rulers and artist made incredible infuence to the contemporary society and even to today's society. At Tang Dynasty, people can purify their mind and find innner peace through those illustrating achievement, although their recreation activtiy and sustantial general welfare may not as good as today's people, their mental feeling can be contented through those incredible great achievement. In the more macro perspective, those achievement of its rulers, or other elitist in contemporary society representing the thought of its creator can reflect the status of that society, in some ways. Little Women, for example, a novel narrativing a American family that has weathered many calamities, can represent some important virtue of the United States, which includes honesty, loyalty, and intergrity. By reading this novel, people can understand the core of the United States' spirits.
On the other hand, the achievement of its rulers, artists, or scientists can be affected by the nation. For artists, they need money to create art work or they need moeny to support their own lives. The Nation Endowment for the Arts, programs all around the United States that promote exposure to all of the creative arts, can fund for those artists who need money to create their art work. In this manner, the achievements of artists can be promoted and protected by the NEA. However, we should notice that only if the nation is strong and wealthy enough that the programs cannot be executed well.
