It also indicated that which capitalistic country was powerful enough to fight with crisis-USA which is a great nation. For America，the most powerful and richest country supplies awesome infrastructure，social security system and welfare to their citizens. for exmple, after Obamacare, almost every America civil can have medical insurance which can cover most of the medical costs. If a country is not powerful enough, it's impossible for it to supply every person medical insurance even if the fiscal spending comes from taxes because citizens are not rich enough to afford that massive taxes.
4. 同全民福利相比，统治者、艺术家或者科学家的成就在反映国家是否伟大的时候，是否存在局限性或者不合理的地方？如果没有，为什么？如果有，请举例并简述。
回答：
Yes, there are some limitations and unreasonable parts because the talents and hardwork of the individuals may have more effect on the individual achievements than a country's greatness do. So conversely, individual achievements can not show a country's greatness adequately. For instance, Swedish scientist Nobel invented the modern explosive and used 97% of his properties to set up the Nobel prize to commend people who made great contribution to the world in various fields while his country Sweden is not so great.
5. 还有哪些标准或者条件可以反映国家的伟大程度？这些内容同全民福利相比，有哪些优势和不足？是否全民福利是对国家伟大程度最真实的反映？

GDP per capita and the influence of the country in the world in the politic and economic field. compared with the general welfare of people, GDP per capita is more persuadable to show a country's general economic strength. But the inadequacy is that the wealth gap may be quite large while the country's per capita GDP is high. So the general welfare is more reasonable to show the level of civil's living condition.
