The claim says that the surest indicator of a great nation is represented not by the achievements of its rulers, artists, or scientists, but by the general welfare of its people.I agree that general welfare of its people is an important indicator of a great nation, but because of the various criteria to measure nation's greatness, I don't consider it as the surest one. I think in the modern society,general welfare of its people is an better indicator than the achievements of its rulers, artists, or scientists.Because in the modern society,the function of government and country is serving people.General welfare of its people depicts a nation's integral properties.If a nation's general welfare of its people is very good,we can ensure that the nation's people's living level,economic level are not bad.After all,economic level plays the most important role in a country's development,it is the base.By contrast,the achievements of rulers, artists, or scientists can only reflect a few people's living,those a few people may be not representative.For example,Chinese whole condition can only be represent by the 700 million famers. Although general welfare of its people is an better indicator in modern society.We can not say it is the surest indicator of a great nation .For instance,the achievements of its rulers, artists, or scientists usually lead a nation to make great progress. For example, a effective policy proposed by its ruler may revitalize the whole economy. A new machine invented by its scientist may help people to accomplish a work more quickly, leading to higher productivity. A beautiful painting by its artist could provide inspiration, lift our spirit, and incite our creativity and imagination, all of which spur us to on to greater accomplishments and help us to appreciate our own humanity.And in ancient government function is not alike now,it is not a service-oriented government,a brilliant ruler also can construct a strong empire and left some heritage to us,although may be the the general welfare of its people may be not very good. And only use general welfare of people also may have some defects.For example,people in North Europe or some small country like Luxembourg have very good general welfare,but this country do not have the enough scientific and military strength to rival with big country like USA.A country need strong military strength to protect its people and should have advanced technology to give its people more convinience. Besides, the welfare of people and the achievements of its rulers, artists, or scientists are not mutually exclusive. The latter is also involved into those criteria. A scientific measurement of a nation’s greatness should rely on the combination of many aspects.
