How should government place restrictions on scientific research and development??Those who consider that government should place as less as possible limitation on field of science just overlook the positive influence government puts on scientific research and development and place over confidence in scientific research and development.In terms of scientific fields that are benefit to development of society,profits of government and human,government should not only do not place restriction but also give support.However,in some field,giving too much freedom will cause chaos in society and the whole world.
Generally,most of scientific activities are benefit for society and human.Firstly,a great number of technology inventions bring huge change to our lives and make our living standard improved.Just think about the innvention of TV,computers and the internet.We cannot imagine how our lives will be without them.Thus,in this angle,government should support science because they can bring us convenience and better lives.
Secondly,scientific development help the government solve many questions.For instance,Yuan Longping's breakthrough in hybridized rice saves millions of people out of hungry.That's why the government awarded him so much reputation and bonus.Even the President Hu congratulated his 80th birthday on his own.Those scientific activities that make contribution to the development of society should not be limited because society relies on them to make progress.
Also,there are areas that are connected to the responsibilities of human.Because of the development of technology and science,human have done various harm to animals ,which leads to large number of animals go extinct,as well as the pollution of environment.All these consequence will in turn have negetive effect on human,such as the rtendency of the climate becoming warmer.So,no matter what happens,the government should never stop searching for new ways to improve the environment and save animals.
On the other hand,however,there are reasons that the government must intervene into scientific activities.Otherwise,there will be serious problems of moral and ethic.Such as the development of clone,if the government gives sufficient free to the search in this field,we can hardly imagine what those ambitious will produce.Maybe the plot in the film the park of Jurassic will become true.Therefore,the government must limit those activities seriously because they can lead to severe consequence.
Also,there should be rules and regulations in the world of scientific field,in order to make sure that every scientist works in a fair condition.To ensure this,not only will scientists devote more time to make progress because they are free of worries of cheatness and copy,also those who want to make false outcomes will get punished.
What's more,if there is no rules among nations,there will be mass internationally because every government will contrive for their own profits.That's why all contries in the world have reached a agreement on the use of nuclear weapons.In addition,if the study of those dangerous inventions are not limited,it is likely that the leakage of radiation will cause severe healthy problems to human,like what happened in Japen.Also,the abuse of biochemic matters will only let humans get punished by their own behavior.
In sum,in most situation,that scientific research and development contribute to the development of society and people's lives,the government should make efforts to support these activities.However,all these should base on the assumption that these activities are planed legally.In terms of controversial point,the government must place clear and strict limitation in case they will cause severe consequences.
