How to decide the education is effective or not? To answer this question, one should undersand the purpose of education. Education is a process by which society deliberately transmits its accumulated knowledge to the next generation and makes social improvements. Therefore, the conclusion that education will be only effective when specificall designed to meet each student is too haste and narrow.
In the first place, although not specifically designed, the current deucation has already proved effctive. The Accumulated knowledge related to social sciences, maths, physics, engineering and etc. has been passed to the young. Many inventions such as computer and the internet which changed our lives had been made by scientists and engineers. Apparrently, without the edution they received, those great inventions would be impossible. Thus, the education can be effective even when it is not specifically designed.
Moreover, an effective educational system should teach students the principles as a human being, the importance of independent thinking and the will to ambitions. These qualities are significant and even necessary for the students. With the principles as a human being, one can distinguish right and wrong, virtue and evil. With the ability of independent thinking, one can make judgement by himself. With the will to ambitions, one can pursue what's deeply inside his heart, making his life more meanful. On the contrary, the educational system should not be asked to satisfy students' individual needs and interests. In fact, a student's interest may be changing at his different ages. For instance, when one is a kid, he may decide to become a firefighter when he grows up. However, when he grows up, he may change his mind and decide to be a broker, finding that firefighters earn much less. So instead of trying to meet the current needs and interests of the students, the educational system should try to give students the qualities which are necessary for them to pursue their goals.
Finally, the act of specifically design the education to meet the needs and interests of each student will be unrealistic. The educational resources are quite limited. There will be no enough teachers and facilities. And the potential expenses will be too high to afford.
In sum, it is unnecessary and impractical for education to be specifically designed to meet the needs and interests of each student. The education system should teach students basic qualities that will enable them to pursue their needs and interests.
