With the rapid development of economy and technology, people concern more and more attention to the technology research. I concede the government has responsibility to technology. In my standpoint, government should not only support research but also should orientate the scientific research and development.
To begin with, the scientific research and development has both positive and passive influence to the human beings. Some scientific research, such as the study of wheel, can bring more food to poverty. Such research can solve problem for the whole world. On the other hand, some scientific research and development will destroy our balance in life and nature. For instance, the new species can emerge many disasters, such as the new customers break the link of species, and some animals will die out in the world. From this analysis, people should distinguish the both side effect of scientific research and development. The government also has to make a different attitude to the both side scientific research.
Firstly, the scientific research needs funding and appropriation from government. As we all know, the scientific research may spend many money on experiments and this action will repeat for many times. Although the institute can also give some many to support the research, the research still need money to prove a better result in the tests. For instance, the space flight research needs large amount of money for the equipment and personal training. Moreover, the research calls for huge place and many colleagues to work together. So, without support from government, the research cannot carry on successfully.
Secondly, government should place few restrictions on scientific research and development in policy and spirit aspects. Some scientific research is concerned by world attention. The people care about the purpose about these researches. The government should evaluate the research and give a loosen policy to protect it. The people can get the information from the policy, instead of scared. For instance, the scientific research and development of weapons need the agreement from government, if the government has policy of weapon experiment and the result just for keeping peace. The people will not worry about the research. From this example and substantiate, the government should support the scientific research with the policy and make clear purpose about the disputed research.
Last but not the least, facing to the unpeaceful and other harm action research, the government should limit it with a consist attitude. Some scientist just meet the recommend of their academic, they make some harmful experiment and subjects. For example, the clone experiment on human beings. The clone technology is benefit to make more creatures in the world. It can save the scare species. But if this technical method use in human, it break the ethnic and moral standards. It will disturb the balance of life. In the vital time, the government should restrain the research immediately.
To sum up, the government should have different attitude to the both side result of the scientific research. From my personal perspective, I think the government should support the research which is benefit to human development, and restrain the research which is harm to human ethnic and moral standards and human safety. Without the support from the government, the scientific research cannot go on so smoothly. Without the opportune constrain from the government, the scientific research cannot going on in accurate orientation. In short, the government should make their decision of restrictions and support in consideration of human profits.
