Instead, they should be flexible enough to take account of various circumstances, times, and places"。题目讨论法律灵活性的问题。法律的制定以及执行过程中面对不同需要（稳定、全面、可行性等）以及各种新的情况。过分固定或灵活都是不实际的，所以肯定需要寻找一个平衡点。因为涉及的是比较抽象的话题，所以在论述过程中务必把论点阐述清晰并给出充足论证，回避假大空的问题。同时需要注意题目给出的“不同环境、时间和地点”的提示，要把思路放开。

1. 法律在制定和通过的实施过程是怎样的，除了法律本身，在执法过程中还有哪些相关因素？
回答：
法律在制定的过程中应当充分地考虑到它的适用性以及稳定性。在执行法律的过程中，很可能还要关联到当前事件的本身、社会影响、以及执法者本身素质等的问题。
2. 现有的法律是否能兼顾不同的环境、时间、地点？如果不能，漏洞在哪里？是否有其他方式可以对法律的漏洞进行弥补？
回答：
现有法律能够在一定的程度上考虑到不同的circumstances,但是由于参与立法者的限制以及不同historical background的变化，法律并不能一一照顾到各种情况。以现有的某部法律为例，以constitution为basic，根据各个region，state的实际情况对他进行补充。（Individual legal provision can be revised or supplemented on at a time as necessary.）
3. 如果法律僵化固定一成不变，会有什么后果？有没有过相关的事例？
回答：
法律如果僵化固定一成不变，不能satisfy人们的正常诉求，不能follow时代的变化，就会影响到人民的正常生活，甚至威胁到state political power。
4. 如果法律十分灵活，和原有的状态相比有什么优缺点？
回答：
比如可以follow state 或者 district的自身的条件，根据具体事例来执行的话可以显得更humanization。
可能会给人钻空子，也许在某种程度上更难保障自身原有的利益。
5. 颁布法律的目的是什么？
回答：
维护社会的稳定，prevent可能出现的problem，harmonize relationship,protect人们的rights.

Does the laws should be flexible to consider the circumstance, times, and place? This article is aimed to express my view on the issue. The author claims so, that laws should be following the specific situation. However, it is probably that there are some divergent opinions. They hold their ground that laws should be similar to everyone and every event. It is not surprising that this apparently simple question would spark off a heated debate in society, because of the issue is so complicated that different people may hold different opinion base on their distinctive individual experience, educational background, cultural background, sense of worth, so on and so forth. In fact, it is difficult for people to reach agreement and get a universal answer in this matter. No matter which one choice has precedence of the other would depend on concrete condition. Consequently, it is not easy to make a decision, and the final conclusion should be relied on a case-by-case analysis. As far as I am concerned, I approve of the speak that, However, I disagree with him that. The following fundamental analysis would be a base support my point.
