I cannot agree more about the claim which the author gives. Government should fund and help the hungry and unemployed citizens first instead of arts. In my point of view, citizens are the basic element and the infrastrcture of a city, therefore, their situations directly decide the development of a city and its economy.
Without the enough endoresement by the government, the number of hungry and unemployed people will increase which will cause a severe circulation. The population of hunger and unemployment is closely related to the economy of the city and even the whole country. Taking Greece of an example, the economy of this country is really terrible which cause a huge number of people losing their job or living in a poor condition. Some extreme action occurs more frequent than before such as violence, demonstration, steal and even murder. If the government continully invested the money for the art field, the national depression will become irreversible and the country will crash. In a word, the population of the hungry and unemployed people impede the development of a city. Even the art enterprise of the city is really advanced; government must solve the problems of material life of the citizens.
Nonetheless, art is an essential factor for a city which can be treated as the mental life of the citizens, therefore, must be funded as well. If the number of hungry and unemployed citizens can be controlled within a accepted value, funding for art is really a good way to develop the city and can give citizens a better life. People living in a good material life but without enough mental support will also cause some problems which in relation to, for instant, morality. Thus, art should be funded only if the problems of the hungry and employed citizens have been sloved.
To conclude, funding the art regardless of a large number of hungry and unemployed citizens can make a larger gap between rich and poor. The rich will own more wealth and meanwhile, more people will suffer form starvation and unemployment. This kind of nonuniform distribution of resource gives birth to the imbalance of the society. Therefore, the main task of government is to try their best to give better life for the poor people.
