The higher education such as college and university education plays an importance roles in modern society. College and university education is not only transfering knowledge but also achieving a sieres of invisible functions which are critical to the society: propagateing mian-stream culture, improving social and political intergration and maintaining the social control. At this point, the goverment should develop higher education with all its strength to ensure the right for qualified people to be higher educated. However, free higher education for all students apparently turn out to be a less effective way.
There is no denying that the goverment has the obiligation to provide higher education to the citizen, in order to improve the national quality and stengthen the national identity.  If a student has to give up his university study because of lacking money, he or she would have little chance to get a job which calls for professtional knowledge learned at colledge, such as lawyer or dentist. It means the pool people are chanceless to change their social level and hopeless of the society. Then the inquality in education would lead to the instability in society.  The public school finacially supported by goverment is necesary and practicaly to solve the problem of educational inquality. Most of Chinese university are held and financially supported by goverment, the ordinary expense including the facility maintaintance and the falcuty salaries are paid by national or provincal finance. The students who enters university just pay only a small amount of tuition fee which is affordable by most of the family. For those students who cannot afford the payment, there is a special treatment called 'green pathway' to apply for the govermental allowance. This policy is critical for the students in provety , especially for the students from remote regions inhabited by ethnic groups. However, if free higher education is extend to all students, the govermental budget on education would increase tremendously and the money spending in other emergence aspects would reduce accordingly which is destructive to the social development. Or the university fund in facility improvement and research develop is cut and lead to a result of  educatioal quality degratation. Besides, the payment of public university and college is affordable to most of the family. So free higher education for all students is unnecessay.
Different from public school, the tuition fee is an importance source of income for the private school. People would choose private schools for the reason that they are providing higher education quality and the divercity of value.  For generally speaking, the cost of private university is higher than that of public school. The most prestigious universities in USA, such as the Ivy League, are pravate school.  The reduction or remission on one's tuition is treated as a reward to attract execllence students entering university. The assumption that all private school students are financially supported by goverment is impratical because it would undermine the independency of private school and negetively affect the education quality. Addtionally, it is unfair for the taxpayers to spend public money in such a way that the benefic is shared by only a small amount of people. Furthermore, the free higher education would decrease the attraction and encouragement of reducting tuition for excellent students. The mode of private school has been proven to be successful for years, and the replacement of independent fund by govermental imvolvement would bring in disfunction in many aspects.
According to the discussions above, the higher education held and fully supported by goverment is neccessay to ensure the educational equallity. However, the free-of-charge university or college for all students would bring in negetive influence in goverment , school and students. And for deversity of education and lightening the govermental finance pressure, the private school should be encouraged and deveolped. So the goverment should provide free higher educational oppotunity to the people who really need it but do not extend it to all the students.
