小学,学习质量是掌握的知识,比如认识的汉字多少,加减法计算的准确性。初高中指的是对课本内容掌握的深浅,比如理科生会写氧化还原反应,会计算万有引力大学,应该指的是个人掌握的技能,比如通信专业的同学掌握编程语言的能力,德语专业的同学要能如常运用,听说读写。
2. 学习质量需不需要评估?如果评估,可以用什么作为标准?如果不需要的话,又是为什么?请简单描述。

The speaker claims that competition for high grades seriously limits the quality of learning at all levels of education. I concede that over-competition and focus on high exam scores are
counterproductive to the quality of learning. However, in my view, the
speaker's claim is too simplistic.
Overemphasizing high exam scores may risk undermining the
fundamental objective of education:to enlighten students to discover the
unknown and to shape a healthy personality.First, if educators focus on high grades excessively, they would
give their students a wrong information that exam grades is the most
important standard to evaluate the value of students. As a response, the
students would strive for acquiring high grades at all costs. They
might spend most of their time on doing exercises related to the exam
mechanically, or repeating what teachers taught them without thinking
critically. So students, overburdened by scheduled tasks, reducing being
learning machines,would find insufficient spare time to develop their
interests and potentials. Second, overemphasizing competition for high grades may distorting
students' personality. It may cause that students pay too much
attention to competition,neglecting teamwork.Even worse, they may cheat
in the exam to get high scores.
However, attitude on competition for high grades should be different with the different education stage. When it comes to elementary students, moderate competition for
high grades would have positive effects. Elementary students are usually
too young to have enough self-control capacity and motivation to learn.
Moderate competition for high exam scores among students could motivate
students to work hard and improve their academic performance,thus
enhancing the quality of learning. Yet when it comes to secondary students, studying for high grades
are unnecessary. In this learning stage, the main task for students is
to find out what they are really interested in and to make preparations
for higher education.
In fact, the flaws of competition for high scores lies on the
standard which is used to determine what is right or what is wrong,
rather than this kind of competition itself. Under most circumstances, the problems that we face in our daily
life has not got alleged standard keys at all. To solve these problems,
we need to use our imagination and creativity. However, flood of the alleged
standard answers.are suffocating students'
imagination and creativity.
In sum, although over-competition and focus on high exam scores
are counterproductive to the purpose of education, moderate competition
for high grades still have positive influences. The crux of the issue is the educational system full of alleged standard keys. We should establish an educational system that encourage students to develop imagination and creativity, rather than inhibiting imagination and creativity by alleged standard answers.
