With the wheel of history, the whole world has progressed in modern policy, in modern society, one of the most common conception is the decrocracy,  whose main point is the people own the power.  Thus, when a government makea decisions, people's view must play a important role in decision making process, yet the politicians and other government experts are also involved, rather than only left to them.
     When a historic decision has made, people has made great contribution to every aspect of it such as the factors cause the original ideas, the process of evaluations, and the final conclusion which has come out.  In these days,  an effective  government is always on behallf of what people think, and is expected to solve the problems that meet with the civil demands.  So all that mentioned are willing to come true, the governent should take people into account.  Additionally, when government making decisions, it would not be always left to the professional staff, or the decisions are likely to be unfair.
     As we know, polititions, who are representatives of different parties, would try their best to realize the parties and other institutions that support them financially, thus it possibly would lead the decision making process into a unfair way to some extent, and finally beome corruption.  Even though we should not leave such a basied impression of them, it has been in existen for a long time.  On the other hand, experts has made the decision more professional and provide the knowledege supports, however, there is a apparent flaw that experts are always consider problems in an ideal way, without considering the facts that change every second.
   But we are ready to see clearly that without politicions or government experts, we are afraid not to make professional, efficient and perfect decisions.  Say that politicons would solve the civil problems with a long prospective,  which could have more profoundly affect, while the experts would have experience when solving the professional problems.  To some degree, we should admit that only rely on people's decisions,  there would be some shortcomings like short of global view, only  focus on the facial problems.
   To sum up, a powerful government should consider all aspects of views, thus the three part has different positions, and I would like to reiterate that when government makes decisions, people must be considered, rather than only left to politicians and expers.
