Undoubtedly, studying in a foreign country can benefit the students for most of the time. Living and attending the university in a new environment not only broaden students' vision, but also give them the chance to increase the ability to quickly adapt to a new environment. However, recklessly requiring every student to obey this stipulation is unreliable for there are actually many factors which have important impact on this issue needing to be considered. First is the capability to living in a whole new country independently. If a student is incurably shy and less capable to adapt to new environments and new minds, studying abroad seems not a good choice in avoid of losing himself or herself without any gains. Another obstacle is the money issue. For a student in some rural place of a developing country, like a student in the southwest of China, he or she may not afford the expense of living in the urban place in a developed country, like New York city in America. Therefore, before perfunctorily making the decision to study abroad, the student and his or her university should take many influential factors into consideration to better evaluate the suggestion.
Sometimes if a student who is not qualified to studying in a foreign country because of some adaptability and money problems, some alternative choices may have similar effects. For example, now though the internet, many famous universities such as Harvard, MIT and Yale, provide free curriculum resources for all the students around the world online. So if someone is anxious to learn new knowledge or experience foreign school's class style, it can be achieved via the internet. 
All in all, spending at least a semester studying in a foreign country is definitely recommended. But if owning to some unsolvable limitations, students can choose other ways to learn advanced knowledge which can be acquired in foreign universities' classroom. And students' colleges and universities do not necessarily need to set that requirement stated in the topic. After all, some people originally do not want to study abroad and some can not afford it.
