本题改编自老GRE的ISSUE170"The surest indicator of a great nation is not the achievements of its rulers, artists, or scientists, but the general welfare of all its people"。

Some people believe that in order to effective, political leaders must yield to public opinion and abandon principle for the sake of compromise. Others believe that the most essential quality of an effective leader is the ability to remain consistently committed to particular principles and objectives. I aligns with the latter view. I think although public opinion is the one of the most important references of decisions, the final decision should be made according to the scientific principles. Nevertheless,   a wise politic leader should seriously take the public opinion into account and issued the corresponding proper approaches to realize the goals.------------------------------------In the first place, public opinion is usually limited by the people's poor capacity to balance the different communities' interest. Lacking the necessary knowledge of politic, people would directly express their opinions without considering other people's interest, usually leading to some contrary propositions. For example, the drivers hope the price of oil decline, but the workers in the gas station hope for a increase. They represent different communities of interest. As a result, the controversial opinion of these people will make the political leader confused and difficult to make any decision.------------------------------------Secondly, political leaders have the ability to make significant decisions, because that they are usually well-educated in politics and have resources and experience to consider problems thoroughly and insist some scientific principles. For this reason, they are more probable to make correct decisions scientifically. For example, during the Great Depression, Franklin D. Roosevelt, the 32ndPresident of the United States, spearheaded major legislation and issued a profusion of executive orders that instituted the New Deal –a variety of programs designed to produce relief, recovery and reform. Although the depression continued in the intermediate stage and people were critical and skeptical about his policies, he analyzed and thought that these were only some significant complaints. He insisted and acquired the success finally. The economy improved rapidly from then on.------------------------------------Nevertheless, the political leader also should combine the people's opinion with his principles to make proper approaches to bring his objectives into fruition. In a constitutional and democratic society, citizen participation in decision-making process is necessary and beneficial. One of the most important aims of a political policy is to serve to all people, so this policy should be decided by a broad range of opinions. Any policy rejected by its people will have a bad result. For example, Hitler, the leader of Nazi Germany and the start of World War II, issued a policy of killing Jews. At that time, the majority of people rejected to this proposition and demonstrated. However, he didn't stop it. Finally, more than six million Jews were killed, which led to a great damage to the whole world.------------------------------------In sum, on the premise that the political leader's scientific principles and objectives could represent the interest of majority, they should never compromise principles, but approaches may need to be adapted according to the public opinion.
