It is obviously that the main purpose of scientific research is to discover the unknown realm of knowledge, and the result of the research is mostly unpredictable.  The speaker asserts that government should not fund any scientific research whose results are unclear, however, I think the speaker is injudicious to coming up such conclusion.
The statement attempts to claim that any research whose results are unclear should not be supported by the government, and the assumption, from my perspective view, might be that such research would be a waste of financial resources. Indeed, to invest a wealth of budget into an unknown research is a kind of risky for the government. What if the research failed to come to a desirable effect which was supposed to reach? What if after so many efforts,the money, time and labor are in vine. Considering this, it is reasonable for the governments to think carefully about whether to support a research.
However, governments should not against a scientific research only on account of its unknown result. Since in that way, a lot of potential great discoveries would slip through our fingers.  At times, a seemingly undesirable research would surprise you.For instance, when scientist first began to study the pig nose, it seemed very ridiculous  for the public. Surprisingly,   scientists invented gas mask, which provides long lasting benefits to us, based on the function and outlook of pig noses . Furthermore, governments should give priority to the research which can solve the most emergent problems. It is both significant finding ways to  solve the water pollution and discovering the outer space to detect new resources. However, because of the limited governmental budget and the serious environmental pollution all the human were facing now,the government surely should support the former in the first place.  Judging whether a  research is deserve to support, the primary criterion for the government to evaluate is whether the research can solve the most serious problem  the whole  society is facing now. To sum up, it is unjustifiable for the government to resist any scientific research whose results are unknown. When making decisions, the government should consider both the probable result of the research and the funding budget.  When the research is benefit both the people and the cost is affordable, the government should spare no effort to support it.
