相互影响，相互促进。例如中国古代明朝时期的明成祖朱棣，大力推动科学发展，才能使中国的航海实力飞速发展，向周边国家宣扬了实力。 再比如意大利文艺复兴时期，艺术家、科学家们的成就促进了欧洲各国的飞速发展，国家强大。
3. 全民福利和国家伟大程度之间的关系有哪些？请结合具体国家和当时的全民福利情况分析并简述。
回答：
全民福利是国家伟大程度的最有力的体现。中国明朝时期，城市化程度是全球最高的，民间手工业工商业的迅速发展让百姓积累了许多财富，生活水平提高许多。。。。国家是否强大，其组成部分——民众的福利是否足够好是最重要的体现因素。个体的富裕直接体现了国家的强大程度。
4. 同全民福利相比，统治者、艺术家或者科学家的成就在反映国家是否伟大的时候，是否存在局限性或者不合理的地方？如果没有，为什么？如果有，请举例并简述。
回答：
存在。统治者、艺术家或者科学家的成就有时候不能够代表国家的伟大，比如二战时期各国的军事科技急速发展，但是并不代表国家伟大，许多国家在战争中受到很重的损失，全民福利降至最低点，百姓生活于水火之中，不能够称之为伟大。
5. 还有哪些标准或者条件可以反映国家的伟大程度？这些内容同全民福利相比，有哪些优势和不足？是否全民福利是对国家伟大程度最真实的反映？
回答：
人均受教育程度、失业率、国民生产总值。 人均受教育程度可以看出一国人才储备，失业率可以看出一国经济发展程度，但是都太片面。全民福利相对来说，是直接体现一国人民生活水平的指标，能够最大化的反应一国伟大程度。因为全民福利背后又代表了...但这并不代表这就绝对是最真实的反映。

Whether a nation is great or not relies on
its achievement of a whole part as a nation but not just on some individual's
success. The author deems that the surest indicator of a great nation should be
represented by the general welfare of its people. I partly agree with that.
Though achievements of rulers, artists or scientists do stand for the power of
a nation, but these are not comprehensive. Meanwhile, the general welfare
may not be the surest indicator for there are other factors tell us the
greatness of a nation from the entire part of it.
When we are trying to judge a nation is
great or not, we tend to focus on individuals who are well-known around the
world. However, that is not a proper angle to assess this issue, since
sometimes it leads us to misunderstanding of a great nation. For example, there
were nations with powerful rulers once existed in this planet, such as Qidan.
It possessed powerful armies which were almost unbeatable. But people
under the powerful ruler's domination lived a hard life due to the continuous
war with neighboring countries. I concede that the ruler of Qidan is great, yet
I have to repudiate that Qidan is a great nation. The key to this issue is how
we define "great" from the respect of a nation. People, who consist
of a nation, should definitely determine the stature of their nation. The
general welfare of a nation's people plays an important role in the determination.
What does the general welfare tell us
to make it count so much on deciding the greatness of a nation? I think it
reveals two parts of a nation’s greatness.
From the individual view, the general
welfare means a family’s or a person’s life living quality. For instance, in
Ming dynasty of China, the private capital grew at a fast past due to the
development of commercial markets. The general welfare is much better than
ever. People have more money to fit their wishes. A great nation has the
obligatory to enable its people to realize their dreams. From community
prospective, the general welfare is a key determinant to the nation’s
stabilization. As we can see from lots of examples, stabilization help a nation
develop in the right track. During ancient time, Greek is relatively stable as
a city-state country. The general welfare of Greek’s civil is a significant
factor for that. In addition, under the well general welfare, Greeks achieved a
great success in science, art, and political.
Though the general welfare is a good
standard to assess the greatness of a nation, it might not be the surest one.
Based only on one factor is helpless to us to make any conclusion. There are
much more indicators await us to consider, such as GDP, unemployment rate,
educated rate, people’s happiness. Each of the factor reveals part of the
nation’s development. It’s wiser for us to take most of them into account when
we are assessing the greatness of a nation.
In sum, it is not the convincing to judge
the greatness of a nation only based on individuals’ achievements. A better way
to think about this question requires a more comprehensive factor, such as the
general welfare. Nevertheless, the general welfare may not the surest
indicator, because besides it, tons of other factors should be considered as
well.
