回答: 1.公共资源的浪费:科学研究是人类探索世界,寻找未知可能性的途径,它的成果不一定能够服务于人类实际的需求(如理论物理领域像弦理论这样的研究),缺少对科学研究项目的监管,可能会使科学研究不能最有效地服务于社会。
4. 如果政府对科学研究进行严格限制,谨小慎微,又会有什么后果?
回答: 但过度的监管会对科学发展造成负面影响。政府的意志毕竟无法代替科学研究者们的想法,用搞政治的人的头脑来指导科学发展的方向显然是不合理的。这会导致许多有价值的研究被政府忽视。
5. 科学研究和发展需要一种怎样的平衡才能算做最健康的发展环境?

It is a household fact that science plays one of the most important roles in flourishing human civilization. Nonetheless, it remains controvercial whether science should be regulated by other forces, such as the government. Some hold the view that science should be left alone without any interference from the government. They claimed so by assuming that the benefits of the government is consistent with the pursuit of science.

However, the government focuses on issues more pratical than science does. In fact, science not only provides knowledge to proliferate our world in a practical way, but also burden the responsibility for exploring the unknown. In this way, certain regulation on science research should be placed to keep balance of the two, which in return react to the society in a more efficient and helpful way.

From governments' perspective, they concerns more with the economy and culture development of the society. They do their work to ensure there is enough tax income to run the politics. And they refine the city's infrastructure to provide higher living standards for the residents. Also, they try to build a better city or nation image to outsiders. To some extent, science plays an important part in the construction and management of a city or nation. Policy makers need scientists or specialists to propose an all-round plan for the area to develop. But it is obvious that what government concern is more down-to-earth. Obama pays far less attention to whether a new planet has been found than the medical treament for his people.

On the other hand, science represents the insatiable curiosity of human being. It is true science research provides numerous solutions to practical problems, like modifying the gene of the crops in order to cope with growing demand for food. In geology, scientists invented new ways to detect resources like oil and natural gas, which greatly influenced the development of industry. In medical field, vaccine for pox has eliminated the once deadly disease from Earth. Despite all these, science also works in a fanciful way: some brilliant-minded physicists devoted themselves to the research in string theory, one of the most complicated theories in theoretical physics. It hard to say there is any benefit string theory has brought to common people. This is the transcendental facet of science. It represents the most advanced human intelligence and the most profound knowledge of the world.

Here is the reason why science needs to be regulated. Although human imagination is infinitive, the availale resources is narrowly limited. Government shoud maximize the outcome by appropriately distributing funds and other resources to all the scientific projects. Yet the research part of the scientists shoud remain unaffected, giving sufficient freedom is essential for innovation. Actually, it is a win-win process, by regulating science, governments may offer useful support at the same time. And researchers, by interacting with the government, discover new problems and therefore try to find out solutions to them.

As the most propeling force, science great revolutionizes the world we live in. Unrestricted imagination is the power that drives scientists to keep innovating. But that does not mean no regulation from the government. The two should cooperate to make the society a better one. Balance to be reached, science can exert its maximum potential to both improve the world and satisfiy human's curiosity to explore the universe.
