One could be an effective leader only if a public official maintain the highest ethical and moral standards? The auther believe that leader always be exposed to the public, then leaders' ethic and moral would affect population. Indeed, leader's action and quality would have more or less influence on the public;however, I deliberate that the vital character of leader should be effective.
An effective leader should obtain the highest ethical and moral standards, because leaders have two aspects of influence-- commanding others to complet orders as well as leaders' ethic would affect the public. That's because they are always followed by many a reporter and photogragher, then leaders' action would display to everyone.  And leaders' ethic and moral would be reflected by his or her every action and movement. Thus the public would be influenced by leaders. According to this basis,  the highest ethical and moral standards shoule be maintained by a public official.
An effective leader shoule require these following qualities. First of all, an effective leader should have a strong ability to reconcile conflicts between employees. Only if emplouyees contacts with each other in a harmony condition could this team work effectively. Moreover, vision should be required by leaders, therefore, leaders could predict futhure in some degree and according to the condition about futhure make plan to well develope companies or nations, or deal with the mistake that would happen someday. In addition, an efective leader should obtain insight to learn the truth through conplex phenomenon. As well as leaders should anlysis question from overall aspects and then make up a blueprint with levelheaded. Onlu in this way could a nation or a conpany well develope.
Even though the hightest ethical and moral standards do important to an effective leader, my point is that the ability of management is cardinal. Because leader is serve to the public, we demand is the ability of the leader rather leader's ethic. These people could be claimed as great leader, such as Richard Mihous Nixon who was involved in Watergate Scandal, Clition who was involved in Whitewater Scandal and sexual scandal, and Napleon-- greedy to power.  Nonetheless, we stress emphasis on the ability of leaders, one couldn't be leader if he or she was poor in ethic and moral.  Examly low ethicial and moral standards of leader would belittle our nation's apprearence and these leader who maintain low ethicial and moral standers would be corrupted--deterirorating the interest of public.
All in all, a public offical should set up a normal standard of ethic, when they deliberate effective leaders. If there are a lot of people who obtain the potential of effective leader, public offcials could pick up the one who embrace the highest ethcial and moral standards.
