After three decades fast economic development, Chinese scholars have raised a new question: Who contributed most to the transformation policy, Deng Xiaoping, or the following Jiang Zemin or the present president Hu Jintao? There is no wonder that every ruler hopes to be remembered as the motivators of this great policy which changed Chinese people's life in every aspects. I believe, it is time to give up such meaningless arguement since citizen's wealth should not be taken as a judgemnt to a political leader' ability.

When referring to history decuments, one notices that it is not hard to find out that many of the great leaders in history were not famous for their domestic policies, instead, for battles. If taking about the Chinese history from the ancient time to the former Qing empire, scholars  will conclude this long period with brief words, wars and invasion. Every famous emperor, whether Liu Che,or Li Shimin or Zhu Yuanzhang, was featured as using voilence to get their political power. Contrast to present terr organizaiton, people thouth them as wise as the Great Alexendar since the new political power they brought was dedicated to save people from hard and poor life. Consider the Chinese civilian war in the 1940's. The famous Chinese leader, Chairman Mao, as many Chinese people called him, was charcteristiced by his outstanding comandership. The examples above tells a truth to some degree that under wars or disordered society, the effcts of a leader'a ability  concentrate on overide the old and unreasonable order rather than people's well being.

Even in peaceful time, besides the peopel's well being, the national influence is an indispensible fact when measuring a national leader's ability. Last month, the North Korea failed to send their satellite. International concern concentrated on this contry again. Few people claim that the political regime in North Korea is rational and advanced. Politic pefessors argue that the dictator family should be responcible to the the closed society.When political consultants mentiong this country, they harshly critisized its former leader, Kin Jong II ,and his father or his son in the future. Similarly to the Korean leader, Russian president is also not welcomed by international politicians. Although Russia does not export starvation, the domestic disagreements among the diverse races still cause troubles to the government. People are more concern about the voilence activity anymore than the productivity in Russian fatories. The examples of the two contries indicate that a political leader deals with not only the food reduction or job rate but also the relationship with allains and the interantional impression of his country.

Honestly, people's  life is a basic social issue since people is the main building block of a society or a nation. Only when citizen's material requirement is satisfied, can they ve willing to think about other mental issues. Economic policies, however, fails to reflect the makers' political claim since it require long time to achieve. Therefore, when testing a leader's ability, policies in other aspect,as culture,military or foreign affair are more reliable than the that related to  economy.
